COVID-19 Additional Relief Fund (CARF)
This scheme has now closed having been launched by the government last year.
£1.97 million was allocated to Erewash Borough Council. Applications were initially invited, and qualifying businesses received a 33.3% discount from their 2021/2022 financial year liability.
The remainder of funding was allocated to those ratepayers considered to be eligible, and who are believed to have suffered the greatest impact due to the pandemic. They received a 30% discount from their 2021/2022 liability.
The government has provided funding based on their assessment of industry sectors which has been affected more than others based on Gross Value Added (GVA). The distribution of local relief will reflect that weighting when determining levels of awards.
Eligibility
- All grants made under this scheme to be subsidy allowance compliant. For further information please see the Government's website.
You must complete our online CARF Subsidy Declaration or Refusal Form as a condition of accepting this funding. The form also allows you to refuse the funding if ineligible.
The following properties will be excluded from eligibility for this relief:
- Property owned by the billing authority or any precepting authority
- Property which is or would have been eligible for the Extended Retail Discount (covering Retail, Hospitality and Leisure), the Nursery Discount or the Airport and Grounds Operations Support Scheme
- Property which is unoccupied unless closed on a temporary basis due to government advice on Covid-19
- Property which is owned or funded through a public administration body:
- Fire
- Police
- Ambulance
- NHS or NHS Trust
- Maintained schools, Academy Schools, Further and Higher education institutions
- Government departments
- Armed forces
- Property where the function of the property does not directly facilitate employment of individuals which may include but not exclusive to; car parking spaces, advertising boards, communication masts.
- Any property where the function is in a sector which has not been identified as being significantly adversely affected by the pandemic:
- Banks
- Energy
- Financial and Legal Services
- Real Estate Activities
- Storage and Distribution
- Any property where the liable business is in administration, liquidation, subject to a strike off order or entered into a CVA or IVA during the course of 2021/22
- Any property where the business rates liability can be claimed back from another party
All funding has now applied to accounts and revised demand notices are currently being sent. If in arrears, the credited amount has been applied to any balance outstanding. If you are now in credit for the period, please submit an online Refund Request.
If you pay by direct debit, we will send your refund by BACS shortly.
Fraud
All information is subject to a series of internal and external checks including government departments to ensure compliance and awards are made accurately.
Erewash Borough Council will not accept deliberate manipulation and fraud. Any business identified falsifying their records or making inaccurate statements to gain relief will face prosecution and any relief awarded will have to be repaid as will any relief claimed or awarded in error.
