The term ‘procurement’ relates to the process of acquiring goods, services and works, for example from basic pens, paper and other stationery items to more complex service delivery partnerships, or from bricks to new IT systems. It covers the initial concept right through to the end of the useful life of the asset or service contract

Effective procurement is crucial to achieving continuous improvement and to securing value for money in public services.

E-procurement

The Council utilises an e-procurement system to manage quotation tender processes on the East Midlands Tenders website.

In addition to searching for current quotation and tender opportunities, suppliers can register their details on this website to receive automatic alerts when new opportunities are posted. This system is also utilised by other local authorities in the area broadening the opportunities available. Registering on this website is completely free of charge.

The Public Contract Regulations 2015

The Council is subject to European Union (EU) procurement rules, as detailed in the Public Contracts Regulations 2015.

The European Procurement Directives are the secondary legislation adopted by the European Parliament and the Council (Member States) on the co-ordination of procedures for the award of public contracts. The EU procurement directives are intended to reinforce the European Treaty's provisions on the free movement of goods and freedom to provide services within the internal market. They ensure compliance in all member states with the treaty principle of equality of treatment, non-discrimination and transparency. The EU procurement directives apply to all public sector contracts equal or above specific thresholds.
